I don't really use safaricom but all I hear are complains every week. Pole sana Joram for that but clearly you and other safaricom users need to know where to draw the line. We have 3 other operators with very great offers by the way and less issues to deal with. Since it seems they cannot improve on the core business so its time you show them they need you to survive. Or we have a mailing list just for this issues, lol.

The Safaricom web site is horrible (non intuitive) too. So difficult to get gprs / email settings. It is Search Engine Unfriendly and one has to manally inputs metrics into web links to get / guess mobile phone settings. Why hide their links from google e.g https://www.safaricom.co.ke/index.php?id=101&no_cache=1&sword_list[]=apn https://www.safaricom.co.ke/index.php?id=102&no_cache=1&sword_list[]=apn Unfortunately my model is not yet available on their system So will have to visit their offices for help today .... try dialing 100 Going to Orange offices is less dreadful as they have fewer customers in areas where Zuku and KDN have good coverage. If these telecom firms gets their sites in order, fewer of us will distress their customer (s)care representatives.

Guys, This issue has been on this forum before. But just in case you did not catch it the first time, This Billing problem occurs when you have enabled other services on your phone [e.g email] that require it to go online. So when you have around 15 kshs as your airtime balance and your phone is connected, then it is usually impossible to Put a call through or even text. It usually helps to restart your phone or disconnect whatever service it is that is going online. E.g email. It is inconveniencing all the same and should be a problem Safari*con* should resolve. The thing that makes these companies behave in this manner is the way our government 'protects' them. Why, for instace, do they advertise and offer something different from what is on the paper! I won't call them angels or devils, but they are pathetic, when it comes to seervice provision!

What worries me is that with 19Billion in profits, safaricom never responds to our problems here. Its like a spouse who takes his spouse for granted, because the marriage has already occured and the hustle of getting another one is too much trouble. @Gakuru speaking of which, what happened to the number portability initiative? I for one am very keen on seeing that implemented
Dunno. Did you comment? On unregulated high tariffs, have begun asking if we actually need a regulator that DOES NOT PERFORM the job of "regulating" as required by the law? http://www.getacd.org/listen_vkOt41yHRjc/gakuru_on_internet_cost_mp4

@ Rad....with regards to Number portability a Request for Proposals for the Installation, Commissioning and Management of Service Provider Number Portability (SPNP) in Kenya was done. check out www.cck.go.ke under tenders....I believe that you could also download the tender document to view the actual request for proposal Kathu

I did 7 months ago. Yet my complaint has never been resolved:(

I had addressed this very issue at a small presentation I made about e-government. The current mechanism is almost useless because there is no way for you to - Know if your complaint has been received - Know what action is being taken with regards to your complaint - Know the status of the action being taken - Know whether or not it has been resolved, and the outcome - Get a reference number for follow up via other means (phone, fax, etc) On Tue, Dec 15, 2009 at 9:14 AM, Kathu <ckathu@gmail.com> wrote:

@Gakuru Find below an extract of the original mail I wrote some months ago Visiting the CCK site leaves few surprises. If you want to complain, the
consumer section (http://www.cck.go.ke/consumer_center/) takes you to a link to file a complaint (http://www.cck.go.ke/consumer_center/). This particular and typical implementation of e-government unsurprisingly expects you to
1. Download the form (a PDF) 2. Fill it in (it is not even a PDF form. You'll have to fill it in by hand/typerwiter) 3. Post it to CCK at your cost
Presumably, someone at CCK will
1. Collect all these forms 2. Open and key them in somewhere (assuming there is a database of sorts for this sort of thing) 3. Take action 4. Respond to the complainant upon resolution
It is also not clear how to track the status of complaints while being addressed
In this era of real time cheque clearing, electronic payment and broadband internet such a token attempt at customer service boggles the mind.
It is in everyone's best interests, including the CCK to completely automate this procedure. This should be something done completely online Users would then:
1. Browse to the complaint section 2. Enter their information (In my dream world one day all goverment databases will be integrated so I can just provide my PIN) 3. Select from a list of providers (Currently I have to do extra work to find out the provider's details) 4. Select from the type of complaints 5. Provide commentary and upload supporting documents 6. Be assigned a case number that they can use as a reference to track status online 7. Be able to browse providers by complaints -- suitably anonymized, perhaps just the complaint types and unsettled issues and make informed decisions 8. Providers can even be granted logins to the portal or the data can be sent to them via email or RSS for action 9. Be able to get some metrics (both from CCK as well as end user perspectives) as to 1. How quickly providers close issues 2. Which providers are complained about the most 3. What are the most common complaints across providers 4. Which sector raises the most issues 5. etc
NB: CCK BTW has since put in place an online complaint form but still expects too much information from the consumer that the regulator already has Perhaps this can be used as a basis for a system to help consumers, prividers and the CCK deliver better service and monitor customer satisfaction, operator performance and regulatory performance. It is in EVERYONE's best interests for such a system to be in place On Tue, Dec 15, 2009 at 10:11 AM, Gakuru Alex <alexgakuru.lists@gmail.com>wrote:

The thing that makes these companies behave in this manner is the way our government 'protects' them. Why, for instace, do they advertise and offer something different from what is on the paper! I won't call them angels or devils, but they are pathetic, when it comes to seervice provision!
I am curious as to why CCK still has not published Civil Society's and ICT Consumers comments ( especially on Consumer protection and Tariffs) at http://www.cck.go.ke/published_responses/ ??? I will soon circulate my comments and others' onlists so that all can understand how bad the consumer protection situation really is...

@Joram, When you have an active data connection, the billing system(IN) holds the minimum quota of 2Mb which equates to 16/-. During this time, when you check balance, you will find your balance minus 16/-. When the data connection is disconnected, you will find your balance minus the actual usage. E.g. If I top up with 250/- on top of my already existing credit, say, 18/-, my balance should read 268/-. Upon checking my balance during an active data connection, my balance reads 268-16=252/-. When I completely disconnect, after spending ,say, 1Mb=8/-, my balance rightfully reads 268-8=260/-. This condition is quite annoying when I have say 16/- and open a data connection. If I attempt to inniate a call, without disconnecting, the call will fail, claiming that I have insufficient credit. This is true since, the 16/- is "locked" due to the active data call. Rule of thumb: Disconnect an active data connection prior to making calls or SMS. ./bernard On Mon, Dec 14, 2009 at 11:08 AM, Joram Mwinamo <joram.mwinamo@gmail.com>wrote:

While at it, it may somewhat add some clarity to know that there are 3 common instances involved in most billing systems, - RESERVE. - COMMIT. - CHARGE. "Charging" for most data services commonly implements the RESERVE-COMMIT model. Here, the necessary credit is temporarily "frozen" beforehand and the actual deduction is implemented at the end of the transaction cycle.

Hi All, I loaded my credit on safaricom only to be told to try later. I tried later and was told the number is invalid.....Since then I'm happy to load akina bamba 50(I can afford to "lose" this amount).

Bernard, What you have stated is actually the truth I had a similar experience when i attempted to make a voice call. I had a balance of 13/=, However i continued browsing until and on checking the balance it had reduced to 1/=. Even when u have an idle data session the quota is still being reserved and will only be released on ending the data session or upon expiry of the set time for idle session. Patrick
