How many Decibels make the new NEMA laws effective?
The law is now out of noise pollution, I wonder how many Db's and what devices will Nema use to enforce the law? What is considered noise pollution and who was Nema targetting? Are they going to go around using devices similar to breath analysers or speed detectors and have these sound Db meters been verified and gazetted as devices used by the agency? Their current measure is that the noise must not be heard from 30 metres from the originating building or vehicle or person - have no idea how many Db's this is but I think they will stand 30metres and if they hear you, you are in shit.

So they will be walking with a tape measure, because realistically, it is impossible to argue with the NEMA guys even if you were 100 metres away, they will still claim you were 10 metres away.
What if you are out of the 30 metres range and your voice Db is high? Exactly how many Db are they targeting, or it's a blanket assumption!

I was also asking myself the same question. How many DB are considered as noise? Although Nairobi had become a market place in the recent times, the NEMA law is somewhat obscure because the mechanisms have not been exhausted fully.

@Davis, I'll add my thot. There is the situation of pubs etc operating in non-designated areas. Who issued the licenses? Similar to places of worship, who issued these licenses in non-designated areas? Nema is not needed for such things, it is the local council and area residents. So why is Nema replicating work that should be done correctly in the first place by the councils? Same typical trend : approve water cachement areas for development, then big HULLABALOO! about enviroment, then tear down things, and chase people away. Trend applied here : approve places of workship or social places such as pubs etc in residential areas, then big HULLABALOO! about noise, then act on it. Nema is saying that the laws that already exist in place to handle the approvals of sites have completely failed. So rather than looking for a solution to the problem, its best approach is SILENCE them! :-) I don't know if you see the failure of one being used to justify the actions of the other. Kawaida... @Davis, as my final contribute to the thread, I'd say that if at all NEMA and other are serious at fixing problems that have existed for a long time, then the Council needs to be abolised completely and let NEMA take over running of the cities etc. There were years when garbage was collected ontime but somehow privatization came into being. Is this garbage being dumped the correct way at the dump sites? NEMA issue. Water distribution. Privatization also found a way quickly here too. NEMA issue. Approvals for building on areas, sewage system etc : NEMA issue. NEMA, due to enviromental impact, is actually better suited at running cities. You have have one problem with the noise makers next door. Governments and councils change. Who will enforce the sound barrier limit when change happens? Sorry, its back to the noise din. And thats where I have a problem with cosmetics because they are not solutions. My take on this matter is that, if NEMA is serios about noise pollution then why are they issuing licenses for the same pollution. If I have a license I can pollute but otherwise I will be charged... they should find other ways of looking for money other than extortion.
