@Davis, as my final contribute to the thread, I'd say that if at all NEMA and other are serious at fixing problems that have existed for a long time, then the Council needs to be abolised completely and let NEMA take over running of the cities etc. There were years when garbage was collected ontime but somehow privatization came into being. Is this garbage being dumped the correct way at the dump sites? NEMA issue. Water distribution. Privatization also found a way quickly here too. NEMA issue. Approvals for building on areas, sewage system etc : NEMA issue. NEMA, due to enviromental impact, is actually better suited at running cities.
You have have one problem with the noise makers next door. Governments and councils change. Who will enforce the sound barrier limit when change happens? Sorry, its back to the noise din. And thats where I have a problem with cosmetics because they are not solutions. And its not because people are asleep on the job, the preference is to be seen asleep as their actions cannot be questioned.
Dude, poolay, that Sound Barrier that you so wished for will not stay in place for long until the core problem is addressed..
