@Davis, I'll add my thot. There is the situation of pubs etc operating in non-designated areas. Who issued the licenses? Similar to places of worship, who issued these licenses in non-designated areas? Nema is not needed for such things, it is the local council and area residents. So why is Nema replicating work that should be done correctly in the first place by the councils?
 
Same typical trend : approve water cachement areas for development, then big HULLABALOO! about enviroment, then tear down things, and chase people away.
 
Trend applied here : approve places of workship or social places such as pubs etc in residential areas, then big HULLABALOO! about noise, then act on it.
 
Nema is saying that the laws that already exist in place to handle the approvals of sites have completely failed. So rather than looking for a solution to the problem, its best approach is SILENCE them! :-)
 
I don't know if you see the failure of one being used to justify the actions of the other. Kawaida...
