I would go with osTicket(osticket.com) as well!I'm not a developer but I've heard many developers who have customized it and they swear by it!On a Sys Admin perspective,it is one of the easiest to use. There are some basic checks you can make; 1. That your desktop OS has not blocked port 80, both incoming and outgoing 2. That you are trying http://your-desktop-computer-name/os-ticket-folder/or http://your-desktop-ip-address/os-ticket-folder/ 3.
