*Startimes local channels*

Hi Good People, Forgive me if this appears like a double post, but there was a previous post about Startimes. I wanted to find out if one would still be able to access local channels when one's subscription expires. It was posted a few months ago and 'early adopters' were still waiting for their subscriptions to expire in order to respond whether local channels would be accessible. Anyone? Thanks in advance. The challenge is actually on the business model, startimes gives the broadcasters the option of putting them in their "premium" pool at no expense to them (the broadcasters) or in the "free" pool at their own expense, some of these costs are rather steep considering the uptake, Something that at this momemt is a rather "hard to justify" for most providers, So many opt for the paid version which sadly is a Win - Lose against the consumers... i doubt it...for quite a while I have tried getting to those documents or a statute that mentions all those things that get 'said'. For instance what is a 'free' channel? So i'd harzard that startimes have no business showing any channel if you dont pay. And if it comes to 'free' channels, I imagine they will only will only show KBC probably because they are a national broadcaster, not because its free, and even that would be KBC channel 1. Gitau, these guyz are licensed as digital TV service providers, and there must be something in their licenses that makes the CCK & The PS say they are breaking the law. I have no idea, but these two cannot just wake up and say something like this without having some legal backing. Why? well imagine if I came up with a free channel to show whatever, who decides that it is free and should be delivered? who pays for that resource? what incentive so to ask does startimes have to deliver citizen tv to your house? there is nothing like 'TV delivery neutrality:-)' to borrow from net neutrality:-) that discussion as far as I know was never had, if it was, i doubt something came out of it.

Ok this is confusing. In my understanding Signet(a.k.a KBC) is the sole company that owns and operates the equipment thet transmits the DTV signal. The star-times and GOtvs are simply content providers and their proprietary decoders are the gateways to their content. So there is the proprietary content locked behind he custom decoders and the free to air channels that are open to anyone with the right decoder. So star-times bundles together the FTA together with their own channels so that when your subscription lapses they cut you off completely including from the free to air. In my understanding Signet(a.k.a KBC) is the sole company that owns and operates the equipment thet transmits the DTV signal. The star-times and GOtvs are simply content providers and their proprietary decoders are the gateways to their content. So there is the proprietary content locked behind he custom decoders and the free to air channels that are open to anyone with the right decoder. So star-times bundles together the FTA together with their own channels so that when your subscription lapses they cut you off completely including from the free to air.
Now that I think of it this sounds illegal.

My point being that guys like startimes today are not breaking a law by not showing 'free' channels, at least none that I know of, there are no penalties that I know of, I know of proposals. Again, as far as I know (and I don't know much so please correct me if you have the info) there is no document saying these are the free channels which technically means they can do whatever. They can be discriminatory.
If i were them there is no way I'd categorize a station that makes money off lets say advertisements as free; they would have to pay. And as Areba mentioned on a previous mail so long as someone is paying, the consumer has to pay up.

Why? well imagine if I came up with a free channel to show whatever, who decides that it is free and should be delivered? who pays for that resource? what incentive so to ask does startimes have to deliver citizen tv to your house? there is nothing like 'TV delivery neutrality:-)' to borrow from net neutrality:-) that discussion as far as I know was never had, if it was, i doubt something came out of it.
