It sounds that way but measures like having the driving license withheld for 3 - 12 months is better than charging someone cash they cannot afford and having to lock them up. To be honest we all have times when you get that phone call you have been waiting for and it so happens it comes when driving and its time sensitive so you are forced to pick up. @Peter, nothing can justify losing someone. Even 1M fine. The issue with me is the spirit behind the amount. I dont think the amount was about safety. And whether we like it or not, this has opened up corruption more than ever. Because a typical Kenyan will reason out that paying 50k to the state is 'worse' than paying 10k or so to a cop. Since this is a grave mistake why don't we have offenders losing the license for a couple of months since they are not a danger to themselves and other road users. Fining more will not stop the vice just breed new ways of avoiding fines but tell someone they will not drive for 3 months that will get them thinking. In my opinion, a person should just be stripped-off of their driver's licenses for a particular duration of time (a month maybe), charged a fine and made to go back to driving school afresh in order to gain their "points" back as valid road vehicle drivers. How about start every licenced driver with say, 100points. Deduct some points depending on offence. When you hit zero, strip the licence for, say 1yr? Or maybe ban the person from ever getting a licence again? Of course, a bad driver could cause considerable damage before they run out of points, so maybe some offences could cost many points, eg drunk driving could cost 95points?. If traffic cops are willing an sms based reporting system can help the government in keeping track of traffic rules violators by having cops log in every offence with the drivers license number and the car involved.
