It sounds that way but measures like having the driving license withheld

for 3 - 12 months is better than charging someone cash they cannot afford

and having to lock them up. 

To be honest we all have times when you get that phone call you have been

waiting for and it so happens it comes when driving and its time sensitive so

you are forced to pick up.
