if you had an unfastened seat belt and you were driving a car with worn out tires and you spoke on the phone at the same time, and then you decided to double-park and cross the road while talking on the phone and didnt notice that the light was red thats 20,000 + 10,000 + 10,000 + 500 + 10,000 = ksh 50, 500

I'd like to challenge them in court, as these have nothing to do with NCC, but the Traffic Act, cap 403, Laws of Kenya. I'm probably taking this thread to far, but the scenario was ...the carjackers had already hijacked another car and taken off with its occupants, leaving my cousin stranded as they took his car keys with them. Administration police who responded to the alarm raised actually listened to him, checked that he was not armed, and had him sit on the ground next to his car. Then regular cops came along and shot him dead in cold blood. Believe you me, there are witnesses who confirm this, but of course none is willing to testify, not even to independent bodies. Aparently, the CCN has two websites one ending with a .org and another ending with a .com (I think). One of these still has Wathika as the Mayor and Gakuo as the Town Clerk!
There is also another interesting site by the current Town Clerk, Philip Kisia which goes something like: www.ideasfornairobi.org.
I'm unsure whether the Hamurabi Code is available on these sites, though!

Ok, Here is another true story (3 weeks ago, this occured) It doesnt matter whether you adhered to these rules or not.... A work colleague of mine was in a matatu, policemen came and started harrasing the conductor... The passengers got pissed and decided to confront the bunch of policemen, The policemen seized the matatu and everyone inside, and took them to police station. Then it charged everyone with "Attempting to alight at a non-bus stop area" - charged with 10k fine each and thrown in a cell. She had to call on relative to pay the 10k (bail) since she dint want to miss a day of work, to appear in court. Guess what the court will do when they appear before the judge [?][?] :-)

WHAT? Ati you say fiction? One day i was in a matatu. When we were near makongeni police station the cops arrested the mat and 4 of them manned the door. We were taken to the station and told to alight. All who alighted were arrested for not wearing a seatbelt. Those who knew actually shouted "HOW CAN I ALIGHT WHEN THE SEATBELT IS HOLDING ME?" I am sure you've not seen a city council van or a police car with worn out tires, jumping traffic lights, breaking a variety of traffic and associated laws etc. the laws themselves are fundamentally broken. why do you think the fines are so high ? council / police are paid poorly -- they are provided guns and authority to collect the rest of their salary from the street.
