Bringing Sanity Back to our Roads

I came across this site Overlap.co.ke <http://www.overlap.co.ke/> ( #overlapKE ) posted by Bankelele I think it is a great idea and it definitely needs our support. it helps rank serial over-lappers it also points out over-lapping hot-spots.

With the Kenyan attitude, I think this is just another of those initiatives which get us nowhere! If the police would buy into this, and the citizenry buy into adherence to the law, then we'll not need such initiatives. Do you know that a matatu carries 14 souls, none of which complain when they overlap, or even drive on the pavements, because all they care for it to get home fast, any possibility of accident notwithstanding? -- Best regards, Odhiambo WASHINGTON, Nairobi,KE +254733744121/+254722743223 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ Damn!!

How much would it cost to have traffic cameras? On Mon, Feb 7, 2011 at 2:36 PM, Odhiambo Washington <odhiambo@gmail.com>wrote:

Every evening while driving home, the cops are busy stopping private cars to check drivers' licenses and Insurance certificate on the windscreen, yet right in front of me I see buses and matatus with all the rear lights not working! I thought this was only on Ngong Rd and Argwings Kodhek road but yesterday I did a similar survey on Jogoo Rd and the story is the same. Look at the buses on our roads. They billow out black smoke, akin to some factory! Woe unto you when you are caught in a jam, with the bus on your right hand side. You have to roll up the windows and possibly turn on the A/C. There are so much that the police overlook that trying to get them to consider overlapping is just untenable. We need much more than reporting drivers who overlap. The whole society needs an attitude overhaul! Perhaps cameras would help, but in what aspects? I saw in Singapore traffic cameras almost everywhere and no policemen in sight, but what works in SG is not quite guaranteed to work in KE - we are Kenyans! -- Best regards, Odhiambo WASHINGTON, Nairobi,KE +254733744121/+254722743223 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ Damn!!

My two cents on this. The solution lies in a very simple solution. Do what others have done and worked instead of re-inventing the wheel. Solution is to be very punitive to traffic offenders such that once caught on wrong, the price is so heavy that you will not dare repeat. Then Use ICT as enabler to achieve this! And this is where the cameras would assist. Have cameras installed on all the major roads and highways in the country. Have a traffic management system that manages the online & manual images from the cameras. Any offending vehicle has its details automatically captured by the cameras. In addition have a team monitoring the cameras and where an offense is detected, the particular vehicle details are captured via manually initiated process The Integrated Traffic management system (ITMS) is then integrated with KRA registration system (KRS), Police records system and Traffic Court Management System (if it exits) Once you are caught by the cameras on the wrong, this what happens 1. A ticket is raised automatically by TIMS for a fine of amount (a), a copy is sent to Police Records System (PRS),Traffic Court Management System (TCMS) and the vehicle owner using the details from the KRS. Offender requested to Pay in y Days 2. If after the y days, no payment is made, a reminder of 1 above is sent with 20% penalty and a new grace period of Z days. New amount is 1.2a 3. If after the z days, the penalty payment is not made, 50% of outstanding is added as penalty and TCMS issues a warrant of arrest to PRS. New amount is owing is 1.8a 4. PRS executes the arrest, offender is held in remand until all outstanding amounts (1.8a) paid. Then the courts process takes its course on offender. Source of funds for the project: 80% of the penalties paid from the system go to the entity established to manage this system while 20% goes to government. We can get donors to fund such a project Regards Shadrack Mwaniki

@shadrack, your system is very good but it has one major flaw, where will the tickets be sent to? some people use other peoples boxes so any traffic enforcement system will entirely rely on a good postal system otherwise it just wont work, start with the govt should start with the postal system On 2/7/11, Shadrack Mwaniki <shadrack_mwaniki@yahoo.com> wrote:

i am surprised that there are no reports on Langata road. This road is notorious for overlapping drivers who use the well paved sidewalks as their shortcuts. I think the idea is noble. As much as we may claim that it will not work we still have to try. This country needs change and it will only come from the middle class( read us) because the elite are comfortable with the status quo and the poor have little or no ability to make a change. So if identifying those who break the law is what we can do then lets do it and then the next step will be getting the authorities to take action.. my thoughts On Tue, Feb 8, 2011 at 8:37 AM, Watson Kambo <wkwats@gmail.com> wrote:

I also think Traffic Police Officers need to be better equipped to deal with law breakers. For example, how do baton armed traffic police officers on foot deal with a matatu that flouts a rule and takes off. maybe we also need a registry where passengers can report vehicles flouting rules. I remember there was one run by TLB which passengers could report PSV's flouting the rules. The PSVs could then be ordered to report for investigationof traffic compliance /answer charges and a few were stripped of their registration plates

I think that the overlapping malaise is a testament of the attitude of our country as a whole; that one of the main ways to get ahead is by the use of unfair means, in this case overlapping. No different from corruption, stealing, tyrant businesses, etc. On Wed, Feb 9, 2011 at 12:37 PM, Dennis Kioko <dmbuvi@gmail.com> wrote:

I am also concerned by the number of accidents on the Mombasa-Nairobi-Kisumu highway, especially at night. In the past week alone, I have been approached by 2 different people to fund raise bills for victims of seperate bus accidents on the same route, and there is the crown bus one also. I have also been led to understand that there are usually several misses where buses/trailers end up having a 3 -lane manoeuvre. Most passengers tend to be asleep in such situations

interesting though, most accidents along mombasa road happen during the day. (or is this another - needs mythbursting- case?) I have travelled along the road quite a while and almost all cases ive seen an accident its been during the day. On Sun, Feb 13, 2011 at 1:27 PM, Dennis Kioko <dmbuvi@gmail.com> wrote:
