I thought they started this by Marking all the Buildings in the City eg Koinange st 1 blah blah, This is the only country where physical address system does not work .. Even a War ridden 4th world country like Congo has addresses that Work!! We just have to Enforce this. " I live on 4th floor Koinange st 34 .." .....
