I think that the overlapping malaise is a testament of the attitude of our country as a whole; that one of the main ways to get ahead is by the use of unfair means, in this case overlapping. No different from corruption, stealing, tyrant businesses, etc.<br>

I also think Traffic Police Officers need to be better equipped to deal with law breakers. For example, how do baton armed traffic police officers on foot deal with a matatu that flouts a rule and takes off. maybe we also need a registry where passengers can report vehicles flouting rules.
