I think the capping is done intelligently then, factoring usage and (wait for it... ) congestion. While in Kilifi,I get 2.8kb eazy, that by all means is more than 512kb but quite agreeable to the 512kB, yet again trying the same in Nairobi and Kericho offers quite a different experience... So im inclined to believe that the caps are soft or hard caps depending on where you are... I also suspect they keep a "notorious abusers" list and watch your cumulative traffic over time, i know someone that used to enjoy these unlimited speeds untill his daily torrent size hit about 10Gigs (daily or weekly, not sure). he was quickly capped to 512kb.....
