VoIP Calls via 888 short code

Hello skunks, One can make VoIP calls via Safaricom and Orange/TLK but dialing 888-CC-AC-NUMBER. I have tested this with Orange/TKL and the quality is really good (or was I lucky?). I am wondering how they implement this service. I used to do several voip to pstn systems a while back; simply when you dial 888 xxxxxxx the switch recognizes the 888 and sends the call to a Voice to VOIP converter, usually a cisco or other device. This voip call is then forwarded to several providers such as http://www.ibasis.com/ These ibasis like companies collect traffic from several providers and wholesale it to other providers who are connected telephone networks, who then convert that call back into analogue voice, which then lands on the destination telephone.
