What would it take to have all persons in Kenya registered and given an id number same as the one we have then extend the use of this number to identify you for life. When you go to school your school records have this number, when you get a job that number is used, when you buy property same number is used, if you go to the bank same number, if you rent a house, the landlord has to submit - upload it some place. If you die the number is deactivated. This would apply to all citizens, you get this number at birth. What would be the purpose? 1. It would be very easy it keep tabs of the actual number of the citizens and make projections. 2. The Electoral commission would have updated voters roll 3. Would aid in planning, how many people live in a certain area, qualifications of the citizens broadly or more in-depth. 4 Could be used by institutions like HELB , once the employer enters your number into there pay role a mandatory % of income will be deducted based on outstanding balance to them. Think if more people got to paying there loans early more would be available for even more students. Maybe it could be pushed to technical schools or even high school maybe How would it be managed and what would be required? Saw a piece on CitizenTV about the abandoned children and just thought if we had a better system maybe parents who dump there kids could be tracked - actually one would not even do it as you *know* the state knows where you work and stay. Just a thought -- * If the human brain were so simple that we could understand it, we would be so simple that we couldn't. - Emerson M. Pugh *

The scale and cost of doing that is what stops the government I think. Even the US doesn't actually have an ID system just the social security no. On Sun, Jan 29, 2012 at 12:21 PM, kris njoroge <krsnjo@gmail.com> wrote:

Wait a moment! The scale and the cost?? Since it's mandatory to have all births registered, the birth registration number is all that it takes as the primary key in the DB. A particular field identifies whether the baby is foreign or national. Me thinks. It can always be started. On Sun, Jan 29, 2012 at 13:28, Mark Mwangi <mwangy@gmail.com> wrote:

Some people since have the first generation ids and others no ids. I think accessibility to technology to every system is a challenge that will first need to be addressed. On Sun, Jan 29, 2012 at 1:41 PM, Odhiambo Washington <odhiambo@gmail.com>wrote:

We need the following: 1. A system to host a database which has 50million rows. 2. A Front-end to the database 3. DB Update centres - ALL hospitals with maternity wing, Assistant Chiefs (to serve as birth/death registrars, which they already do I think) 4. Terminals to update the DB - supplied to all (3). These can work the same way Credit Card terminals work these days - via EDGE/3G And we do not need anything in the scale of what FB revealed recently about their DB setup - that is an overkill. Perhaps I am overlooking something here, but this should not be so hard for the govt to setup. The only hurdle will be those angling to make a killing out of the contract to setup the system. I think ... On Sun, Jan 29, 2012 at 13:54, Tusker 21 <tusker212@gmail.com> wrote:

@wash i do agree FB setup would be an overkill but would be good to have. On the issue of landlords having to submit a register of tenants and if any moves they have to update it who will do it. Plus how would property owners register themselves. Think an off short of this would be that we can have address pegged to residence and mail can become a business - capitalism. Next what else can the system be used for, maybe the police can instantly know where you live and where to find you if they have questions. An advantage of this system would be that once you reach 18 yrs the system sends you a notification to pick your id from your nearest chief, or go to the chief for a digital photo to be taken. All your details are already known on need to carry father, mother, clan birth certs... same would apply for passports.
