Some people since have the first generation ids and others no ids. I think accessibility to technology to every system is a challenge that will first need to be addressed.

1. It would be very easy it keep tabs of the actual number of the citizens and make projections.

4 Could be used by institutions like HELB , once the employer enters your number into there pay role a mandatory % of income will be deducted based on outstanding balance to them. Think if more people got to paying there loans early more would be available for even more students. Maybe it could be pushed to technical schools or even high school maybe 

How would it be managed and what would be required? Saw a piece on CitizenTV about the abandoned children and just thought if we had a better system maybe parents who dump there kids could be tracked - actually one would not even do it as you know the state knows where you work and stay. Just a thought
