I think the initial intention was good. To curb rogue practitioners, minimize foreign sub-contracting by tenderpreneurs etc, which is actually a really huge problem in this industry. The way they're choosing to do it however, simply does not make sense, it only hurts the industry and will highly curb developments. I also don't understand why we need an ICT board while ICTA already exists. Or why they're limiting players by educational competencies in a field where the best of its people are self-taught. Additionally, ICT is an extremely diverse field. Project managers, Strategists, Technical writers etc can all be termed as ICT practitioners yet they do not necessarily posses degrees in IT. So, who exactly is an ICT Practitioner? @Job Such problems are handled by written contracts. Most of them happen when people don't have contracts and operate based on trust. And such problems cannot be solved by one gagging 'contract'. Any cases that move away from that can be handled as criminal cases by criminal courts and a bill cant stop a criminal. I'm sure even with the bill any such criminal cases would still have to go the court way. I think people only read/heard a section of this proposed bill. I personally do not see any problem with it. Besides it's coming at a good time to curb rogue practitioners who are giving the rest of us a bad name.
