I think the initial intention was good. To curb rogue practitioners, minimize foreign sub-contracting by tenderpreneurs etc, which is actually a really huge problem in this industry. The way they're choosing to do it however, simply does not make sense, it only hurts the industry and will highly curb developments. I also don't understand why we need an ICT board while ICTA already exists. Or why they're limiting players by educational competencies in a field where the best of its people are self-taught.Additionally, ICT is an extremely diverse field. Project managers, Strategists, Technical writers etc can all be termed as ICT practitioners yet they do not necessarily posses degrees in IT. So, who exactly is an ICT Practitioner?
So as I refuse to support this particular bill, maybe we need to open dialogue on how best to curb the issues we're facing as well, instead of waiting for people to write white papers and bills on our behalf which we then happily protest (and tweet, and rant and hashtag) against :)Sarah Kagotho,
