He's met Mucheru over lunch so I guess the Free basics / Net neutrality issue is already sorted! It's good he invested in Andela, his other investment-Bridge International Academies was reported shut down in Kampala, not sure if its politics or quality of education. Museveni has also invested heavily in education Uganda. On 2016-09-01 05:54, Calvin Omari via skunkworks wrote:

Kenya's policies have always been silent on net neutrality. Free basics has been around for ages. The advocates for a more free Internet never got to wring the regulator's hand on this one. I don't think Zuckberg sees this as a high priority area as it was the case on his trip to India ______________________ Mwendwa Kivuva, Nairobi, Kenya twitter.com/lordmwesh

Hey Kivuva, See this in the Draft National ICT Sector Policy 2016 (10th August 2016 Version) , " 19.5 NetNeutrality- Net neutrality is the principle that all Internet content and applications regardless of the source are treated the same. A net neutrality policy *may* be developed to ensure fair competition between different content and service providers. However, a blanket open Internet policy could inadvertently undermine key policy objectives such as the promotion of innovation local content production and universal service…” -- Best Regards, *Ephraim Percy Kenyanito* Sub-Saharan Africa Policy Analyst/ Mchambuzi wa Sera Afrika Kusini ya Sahara Access Now | accessnow.org @ekenyanito PGP Fingerprint: B0FA394AF73DEB7AA1FDC7360CFED26DE6BA8DC1 *Subscribe *to the Access Now Express <https://www.accessnow.org/campaign/#sign-up>, our weekly newsletter on digital rights *Sign up* for our action alerts <https://www.accessnow.org/campaign/> On 1 September 2016 at 18:20, Mwendwa Kivuva via skunkworks < skunkworks@lists.my.co.ke> wrote:

As you can see from that statement on the draft policy, it reads in other words "Africa is where Net Neutrality goes to die". Too bad we were all part of that policy. You can only find such a statement in an ICT policy in Africa "*However, a blanket open Internet policy could inadvertently undermine key policy objectives such as the promotion of innovation local content production and universal service…”"* Dead. ______________________ Mwendwa Kivuva, Nairobi, Kenya twitter.com/lordmwesh
