As you can see from that statement on the draft policy, it reads in other words "Africa is where Net Neutrality goes to die".
Too bad we were all part of that policy.

You can only find such a statement in an ICT policy in Africa "However, a blanket open Internet policy could inadvertently undermine key policy objectives such as the promotion of innovation local content production and universal service…”"
