Try qualifying the statement by evaluating the opposite...1.5m for repairs for both companies over one year sounds kinda small, don't you think? Maybe it's not just the cable that's damaged in some instances...not to say that I'm really informed on this :) That said, 1.5b for vandalism repairs is definitely a scary figure.
