It appears to be a SQL-Lite version 3 database, but I've tried numerous SQL-Lite browsers that are unable to read it, like SQL-Lite browser and that mozilla addon for reading SQL-Lite files...
Is it simply corrupt (explaining why the IEBC staff on the ground were unable to use it) or is it encrypted or is it actually a data file of a different format (i.e. not sql lite)?
Opening the file with notepad++, I can see actually names and stuff... so I don't think its encrypted... I think...
Any help in reading that file and analysing it would be appreciated :-)

lmao... i got the data much earlier than that. just before the election, some random people had been hired as casual workers to copy the voter apps to mem cards which were to be distributed to polling staff... several people i know were part of that crew, and used their own laptops to copy the data. if they were concerned about leaks, they'd have used a more secure 'copy mechanism' .... so has anyone been able to load the file correctly? Is this really the "property" of IEBC? I thought it was public information? If it were so, and its not encrypted, how does one tell if this is the actual DB and that it has not been tampered with? and that is the answer to why I never give personal details to anyone that cant guarantee its security. from those buildings that ask for my phone and email address to apparently the IEBC. Im not sure whether its the IEBC i blame or the guy distributing the data. And no it is not public data, that data belongs to the IEBC, we gave it to them in good faith and trust that they would protect it and use it for a very specific purpose. This is data is not to be made public available as it is. Contains people's names, photo, IDs, phone number, email address and where you registered to vote (close to where you live). It is not public information, but for the sole use of IEBC to register and verify voters for the purposes of elections and referendums. When we gave this data to IEBC during the voter registration exercise, we gave this data under the assumption of privacy with the understanding that this information will not be released to the public or made accessible to persons not authorized to have access. I know our data protection laws are there but either not known or enforced, but IEBC should have actually educated the public on this.

It is wrong to publish the list of registered voters in public. We are soon going to be uncovered by those guys we lied to. That we voted for them in upcountry yet we registered here in Nairobi. The complete database of registered voters should never have left the IEBC server in the first place. Each machine should have been loaded with the subset of the database relevant to that polling station/Stream. If they were loading the full database, no wonder the systems failed. On the light side, it a pointer to lazy/incompetent programmers. They should have invested on an automated application/db loading module as opposed to carrying the complete DB around in a flash disk. @Shadrack It was not the full DB being carried around. For places with electricity and competent officials the credentials would fail for those not registered for the specific station(and character range).... That not withstanding, not all data given to any government is meant to be released to public. Think of tax return details and the various client information, details of where you live and personal data... I prefer a right to privacy rather than the whole being monitored and profiled. ok... i'm "retracting my request" to read the file for many reasons, such as respecting people's privacy. i can only hope iebc has learnt to be more stringent over the physical security of their data (i got it very easily, and many people have it). passwords and encryption is not good enough alone. i haven't "analysed" the file per say. just tried to open it in a nice, viewable format. barely gave it 10 minutes... its in an 'inconvenient' format only iebc tech understands. and from the reactions here, it'll probably stay that way. i guess curiosity did indeed kill the cat. ..... as you were. what? is your ID data public, or passport or nssf or NHIF? why is it that IEBC for some reason that i seem to have an idea of (I really do, i just find it hard to accept) cant seem to secure my data? would I be right today if I sued them for serious breach of contract, which contract? should COFEK look into this..yes and yes....I have a tacit covenant that they would secure my data. I think you also need an education in privacy/laws

IEBC data is public property, so are police guns and military tanks... To be used with authority from the governing body.

Your friends/crew who copied the data should not have done so. The fact that someone has given you a job to do, doesn't mean you take off with their data, even if they had not take precautions to protect it.
You need to tread carefully with this, seeing there is the case of an election dispute in court touching on the integrity of the whole election exercise.
I would advice your to remove the file you have uploaded online and stop trying to decrypt and read the information. I know some of you college type feel young and invincible but where unauthorized access to information is involved, you should always be careful.
