Hypothetically speaking, i loaded the file correctly? What next? For what purpose would you like to have this data?  So if IEBC didn't protect its data, does that give you the right to access & distribute it?  I think you'll need lots of guidance to be something useful in IT

random people had been hired as casual workers to copy the voter apps
to mem cards which were to be distributed to polling staff... several
people i know were part of that crew, and used their own laptops to
copy the data. if they were concerned about leaks, they'd have used a
more secure 'copy mechanism'
