Afrinic is the correct way to do this. Actually the way to go is call a service provider, ask them to get you PROVIDER INDEPENDENT (PI) address space from afrinic. Now here is the catch. You have to justify it lots of justifications and if your ISP is not clear then you won't get ip's. Maybe consider ipv6 easier to come by. Sent from my iPad

They would if asked. Some ISPs i have setup requested and were given including the ASN. Issue is people fear (leasing out) due to misuse of these IPs (source of attacks/offence/scam/"anonymous hackers" etc) - speaking from experience here. Also i think its against Afrinic code of conduct.
You better get from Afrinic where they will register you as the custodian.
