They would if asked. Some ISPs i have setup requested and were given including the ASN.
Issue is people fear (leasing out) due to misuse of these IPs (source of attacks/offence/scam/"anonymous hackers" etc) - speaking from experience here. 
Also i think its against Afrinic code of conduct.

You better get from Afrinic where they will register you as the custodian.
