Your ISP should be able to give you IPs at a 'reasonable price'. If they don't, open a complaint with AfriNIC. Most modern IP cameras have built-in DDNS client. Use that and you are good to go if your ISP cannot give you a static IP. Most SOHO routers also have a DDNS client. If you do it from the router, the better. You can then do your port mappings easily in case you have several cameras who do not have a 'aggregation' kind of software...
