Hi. Anyone who knows the company that has upgraded the traffic lights? Any the reason traf police get an overide button!

Just wondering what traffic police role is in our roads. You go to larger more complex cities than Nairobi, and there is no single traffic police in the roads. Jump the lights, you get a bill or court order in your post. Is it time for udto style up and have working legislative framework? ______________________ Mwendwa Kivuva twitter.com/lordmwesh google ID | Skype ID: lordmwesh On 26 July 2013 14:25, Peter Muchemi <pmuchemi@gmail.com> wrote:

In Rwanda there are police officers at traffic lights. Looking if you are breaking traffic rules. On Friday, 26 July 2013, Brian Ngure wrote:

If you ask me, the three items bellow are mutually exclusive: 1) Traffic lights, 2) Traffic police, 3) Roundabouts. Traffic cameras can monitor and report suspicious activity on the road quite well. Martin. On Jul 26, 2013 2:48 PM, "Dennis Kioko" <dmbuvi@gmail.com> wrote:

I prefer we do away with roundabouts & traffic police as the former is the cause of most jams while the latter only come out on the roads when they're broke by preying on motorists. On 26 July 2013 15:03, Kivuva <Kivuva@transworldafrica.com> wrote:

I did read/hear somewhere (maybe on this list) that out numbers plates are not in a format which would allow automated number plates reading, which would be core to getting a fine attached to you if your car does break those traffic rules. In the UK they take pics of the driver AND the number plate at the time of committing the crime. On Fri, Jul 26, 2013 at 3:10 PM, Michael Bullut <main@kipsang.com> wrote:

Not exactly true... While having standard plates would really help, computing is dirt cheap nowadays. The advantages of standard plates are -> That once you segment an image, it's easy to tell which regions are plate candidates. Why? -> Aspect ratio i.e Length/Width is constant or from a limited set of constants -> Plates are very reflective to IR cameras making high contrast imaging possible Since this is the hardest and most compute intesive step in the entire process, it makes for cheaper NPR systems. I think this was a valid point 5-10 years ago and not a blocker anymore. These issues can be worked around (in fact, i've seen papers about plate recognition on non-standard plates in India and Pakistan; if memory serves me right). Here's my silly attempt to locate plates on an image of a car from awhile back: http://andorian.blogspot.com/2013/02/automatic-number-plate-detection.html https://plus.google.com/photos/107752603083247253582/albums/5841586869389054... That's a brute force approach and it's accuracy sucks. Machine learning (Supervised learning like SVM) would probably boost accuracy to >90 % accuracy; Lot's of handwaving to get that number. http://scikit-learn.org/stable/modules/svm.html On Sat, Jul 27, 2013 at 11:17 AM, Peter Karunyu <pkarunyu@gmail.com> wrote:

@William, you asked on another thread what to use instead of roundabouts and intersections, how about over passes and under passes? I kinda like them thus far :-) On Mon, Jul 29, 2013 at 12:15 PM, Laban Mwangi <lmwangi@gmail.com> wrote:

These issues can be worked around (in fact, i've seen papers about plate recognition on non-standard plates in India and Pakistan; if memory serves me right).

That's a brute force approach and it's accuracy sucks. Machine learning (Supervised learning like SVM) would probably boost accuracy to >90 % accuracy; Lot's of handwaving to get that number.

I guess the main issue with Cameras is not even number recognition but more to do with enforcement. Once I capture your number how do I get to you? In more developed countries where a sizeable number of workers are in formal employment, all it takes is a charge on your salary slip that shows you owe the government a fine. The next month if no complaint is raised, it is deducted automatically. In others, you will get fined as you file your returns. Here, most of the workers are in self employment and practically avoid paying tax. The only means of nabbing careless drivers here is when paying insurance or when transferring your log book. /Boniface On Mon, Jul 29, 2013 at 2:51 PM, Peter Karunyu <pkarunyu@gmail.com> wrote:

well said @boniface. then that is where the enforcrment can start, when renewing your insurance they can collect all your information - where you work and live, contact details( box no email mobile). this can be put on a database that can be connected to your other personal info. everytime you move or change jobs etc you should be required to update the info. that way the number plate is connected to someone. +1 for Linux As we change the number plate style we need to have plates linked with the original applicant of the registration. So when you sell your car you maintain the number plate and use it on another car you buy and the new owner gets their own new plate or use a number registered to them. Hi @Job and @Moto, Linux is great, especially with its **fantastic** performance. I think the most suitable O.S for the task above (running traffic lights) is MINIX3 < http://choices.cs.uiuc.edu/cache/computer-cover.html >. Reliability is one of its primary design goals < http://www.minix3.org/other/reliability.html > and the mainline kernel is just written in 6,000 lines of ANSI C (some little Assembler + machine code is in there) NetBSD could also be a good fit. I have seen it has even been ported to a toaster < http://www.embeddedarm.com/software/arm-netbsd-toaster.php > Martin. On Mon, Jul 29, 2013 at 11:32 AM, Job Muriuki <muriukin@gmail.com> wrote:
