I guess the main issue with Cameras is not even number recognition but more to do with enforcement. Once I capture your number how do I get to you? In more developed countries where a sizeable number of workers are in formal employment, all it takes is a charge on your salary slip that shows you owe the government a fine. The next month if no complaint is raised, it is deducted automatically.  In others, you will get fined as you file your returns. Here, most of the workers are in self employment and practically avoid paying tax. The only means of nabbing careless drivers here is when paying insurance or when transferring your log book.

Since this is the hardest and most compute intesive step in the entire
process, it makes for cheaper NPR systems. I think this was a valid

These issues can be worked around (in fact, i've seen papers about
plate recognition on non-standard plates in India and Pakistan; if
memory serves me right).

That's a brute force approach and it's accuracy sucks. Machine
learning (Supervised learning like SVM) would probably boost accuracy
to >90 % accuracy; Lot's of handwaving to get that number.
