of techies, budgets, optic fiber and zero rated phones

Afternoon guys, There is no better place for me to ask this so allow me to go right ahead. No flaming please. So yesterday the budget was read amidst excitment and anticipation among MPs and the public at large. Of particular interest to me was the zero-rating on the prices of Mobile phones. What does this mean to the consumer? How long before we begin seeing the effects of this in the shops. Any insight would be helpful. The other thing, today the fiber optic is being commissioned. How soon before we feel the effects both in speed, bandwith costs, adoption by the industry etc??? I think it was a good idea but if you read the detail the removal of VAT is for mobile Networks and note individuals. However the import duty is till on. This means that it may not necessarily be true that individuals importing mobile phones may attract VAT. On a lighter not could the fact that there was no sin tax in this years budget be related to the fact that yours truly ( UK) is a major consumer.
