The iPad usually doesn't have a user accessible local storage, and if you had setup iCloud, most of the data in the iPad (Photos, App Settings and Data) is backed up, if you had set it up. I think you are totally screwed. Unless you can remember that code then you are not going to recover any data. Just think about it if it was stolen from ou would you want someone to be able to recover your data? Apple doesn't think so either. Technically, I think Apple can. There was once the story about this kid who had died and the parents wanted access to her iPad and Apple support said no, but after sometime, they did get a court order and upon being served by the same, voila! Do you remember the correct password? Because even if it is locked due to the wrong password, after a couple of minutes it should unlock and allow you to enter the correct password. The long way of having Apple unlock may just not work. Even with a court order or affidavit, there is no Apple Store in Kenya to be compelled to unlock it. And even if you can get it to the US, you will find that court orders from other countries are not exact enforceable, they may not even know what Kenya is. You may start to prepare yourself psychologically to losing all those pictures. And if you can remember where you took the pictures, you can go back to take them again! The long way of having Apple unlock may just not work. Even with a court order or affidavit, there is no Apple Store in Kenya to be compelled to unlock it. And even if you can get it to the US, you will find that court orders from other countries are not exact enforceable, they may not even know what Kenya is.
You may start to prepare yourself psychologically to losing all those pictures. And if you can remember where you took the pictures, you can go back to take them again!

@Wash - These have to be manually imported, if this wasnt done, then no luck. Even if the iPad was backed up to iTunes and you get a new iPad and restore, it even restored the lock/unlock codes. I know the passcode it wont help since its locked for good its been a week and it doesnt ask for it. The long way of having Apple unlock may just not work. Even with a court order or affidavit, there is no Apple Store in Kenya to be compelled to unlock it. One last check - have you tried draining the battery and then leaving it off for some time - I once had an issue with an iPhone, very long time ago iPhone2, and draining the battery and leaving it off for two days did work magic - Maybe, just maybe, if it doesn't help, then I personally give up.

I think all what we can learn from this saga is that if you lose your iDevices, your data is most likely very secure. Very few ways to access it. Starting with iOS 7, you can't even restore an iPhone or iPad to a new firmware if you don't know the current iCloud account password. This will definitely make iPhones and iPad less likely to be stolen. To restore firmware, you need to disable Find My iPhone first, which you can't if you don't know the iCloud password.
