Do you remember the correct password? Because even if it is locked due to the wrong password, after a couple of minutes it should unlock and allow you to enter the correct password.

The long way of having Apple unlock may just not work. Even with a court order or affidavit, there is no Apple Store in Kenya to be compelled to unlock it. And even if you can get it to the US, you will find that court orders from other countries are not exact enforceable, they may not even know what Kenya is.

You may start to prepare yourself psychologically to losing all those pictures. And if you can remember where you took the pictures, you can go back to take them again!

Technically, I think Apple can. There was once the story about this kid who had died and the parents wanted access to her iPad and Apple support said no, but after sometime, they did get a court order and upon being served by the same, voila! Apple support unlocked it, so maybe you just need a court order with an affidavit saying you are unable to remember the password - good luck with that :-)
