HI contact the host of the site probably they are blocking your public IP from access. Give them your public IP and you can get that from http://whatismyip.com
I am 99% sure that is the cause.

I am facing a weird issue with a certain site. While using LAN and WIFI the site doesn't load, but when you change to modem/dongle it loads without any hitch. I can still navigate other sites except this one, trace route and ping works successfully. I ruled out this reason as follows: 1. Network, I can load other sites, and the outage is intermittent. 2. Overload on server-the site loads on dongle, and guys out side our network can still access it. 3. Machine error- it happens on more than one device, including mobile
