Re-installation may not be the solution. At least with the localhost working then you have the right permission on the rra directory. That means even localhost isnt working because there can never be a situation of it not working fully if your setup is correct. Like I said before, documentation of the installation is very important for you to follow to the letter. All we can do is guess what might have been wrong with your installation - like your poller isnt running or your cacti user has no write access.
