Re-installation may not be the solution. At least with the localhost working then you have the right permission on the rra directory. Did you get your snmp details right with the cisco devices and successfully added them to cacti?

Did you setup /var/www/html/cacti/poller.php on cron? you can use the example below

create a file called "cacti" in /etc/cron.d with the following line.

*/5 * * * * cactiuser php /var/www/cacti/poller.php &>/dev/null
