As discussed in similar threads; Huawei/ZTE may have found ways to * prevent* unlock for the modems.

There is a program that is used with the Universal Unlocker that does not require user input:

HUAWEI MODEM Code Writer (its an executable)

I dont know if you have tried it?

(I have not tried it myself since I have not encountered the recent modems; but I wud sure like to find out the result)

I use that successfuly with the Huawei E173 model. The tool temporariry unlocks the modem for use & has to be run each time you plug in the modem.
