I think this points to a bigger problem in Network design and planning. The issues most ISPs face are a factor of cost and poor engineering. Poor engineering can be addressed by training which at least JG and others at EANOG are trying to address ;) When it comes to complex metro and nationwide networks, a mixture of factors can be quoted. Skills needed for such implementations are rare and reliance on the equipment vendors is common and transfer on knowledge is usually sketchy. While all have diverse and complex plans, getting the money needed proves to be quite a challenge. This is why when they are small they can manage their networks and offer relatively good service but once they require to scale to accomodate the increasing number of users, shortcuts become the order of the day. At some point something broke down and David is right that as networks grew, Scaling them up (the networks and the skills) became forgotten. At our last afnog, kra sent more engineers than the ISPs- which I found ridiculous.banks have way better techies today than most ISPs. Basic planning, documentation, network management are not being practiced by ISPs. At least not most of them. No single network in Kenya is running a fully standards compliant metro Ethernet network for instance. Which means no inter working, poor redundancies etc. we dont Really have broadband standards at all and maybe this is something COFEK should take up. On the other hand the Internet by definition can be quite ambiguous. You tend to get what you pay for. I'm just picking on obvious issues but apart from one network that I can pretty much vouch for, most need a full rework. Today it's access, last time we had zuku getting a fair share of criticism. I know a few ISP's that would like to jump in and dance around as we bash access kenya but the sad fact is most can't scale beyond a certain load point, or offer new services as fast as they would like us to believe. I can only think of one service provider that can deliver some of these solutions without a hiccuping network. But their sales and product development sucks or is asleep so tough!
