can an ipad work without a sim card

HI Techies, There is this ipad that i have been given to configure mail but it is totally not picking is it because there is no sim card or wifi Regards Techies and have a happy new year -- Our greatest fear is not that we are inadequate, but that we are powerful beyond measure. You have to go to safaricom shop and get a replacement SIM card for your SIM, but only this time ask them to give you a microsim. KES 200 for that. Samson where are you and what are your speeds? Am gathering data on various providers within the City and the speeds. This will be published in the next issue of CIO East Africa. Am requesting those who would like to assist to send in screen shots of their mobile data speeds, proximate location and on which plan they are on e.g Safaricom 3G , Orange Weekly Unlimited, Yu 3GB or Zain 10 days unlimited etc
