Who should hold the keys to citizen /consumer data?

Customer data is at the core of every enterprise in Kenya and it is guarded jealously especially when enriched with additional parameters that give visibility to the very nature of the customer. Hey Mbugua, Not read the full article (TL;DR) but my opinion is the one who incurred the cost of collecting that data. Whoever, since this is not her data (mostly companies, take Safcome for example), they should be benevolent enough to provide it out to society for common/collective good as opposed to using it to manipulate and dominate market unfairly. It's a complicated issue no doubt. It's difficult to argue that if you diligently learn a craft (say farming), invest in equipment, plough your fields, plant various crops (some of which die, incurring you losses), and finally harvest; that suddenly all of your hard work should be shared. On the other hand if you control most the land or equipment or expertise or "whatever", then well.... something must be done to correct the imbalance. Back to topic: Is it really NOT Safaricom's data? Aren't we using their services and in return they can do what they want (within reason that is) with the data? Correct me if I'm wrong.
