The traffic lights can be programmed by time of day (not sure if they can be done remotely depending on density) The issue with traffic and cameras arises if they are poorly programmed, eg in Jo'burg you'll find that going down a road with a set of cameras is irritating, you go through a green one, find the other one red. Ideally, if you are driving down Uhuru Highway or Valley Road, Kenyatta Avenue, you should find successive lights green if you are driving between certain speeds, eg 40kph to 70kph. Traffic builds up every time it stops or slows to a crawl. To prevent vandals, we should use the kind of metal gauge that Kenha finds surprising.

This will not work, until you withdraw the police from the roads, they confuse the whole system. I always stop at red lights then you have everyone hooting at you and then you see a cop motioning you to move from the other end of the round about.....how will this work again? Maaaybe for the cops there is a way to override the system, probably a temporary local shutdown, or some trigger that causes all footage taken during the time the cop is in control to be stamped with "HUMAN IN CONTROL" or some such. Or cop calls the NOC and alerts them that they are about to take over a certain intersection. Some years back, by 8pm the traffic lights begin flashing amber. During public holidays and weekends traffic lights flashed amber. Back then a lot of thought and planning was done. I swear we and a few others crossed the green-light just in time - by the time we got to the other end of the round-about, the other lane started moving - cutting us off in the middle of the roundabout. Just wondering...what type of sensor triggers the camera to take the photo when a driver jumps a light? and where is it placed?
