Re: [Skunkworks] [ke-internetusers] Re: ICDL to be Gazetted: Is Open Office recognized?

The ICDL is both a training and testing platform that covers productivity software and basic computer knowledge. For more information please see: http://www.icdl.org.za/index.php It is not a bad thing to have standards for the minimum training. Currently in Kenya there are training schools who award certificates in the "7 basic packages" that leave graduates poorly equipped for employment. By introducing a standard it ensures that add graduates from the same program have the same skills set. That will allow for better curriculum development at the next stage of skill building. The ICDL curriculum can be taught by using OpenSource technology or Proprietary. What is essentially being tested are the skills to use the productivity applications regardless of operating system platform. I hope this assists with people to have a understanding of the debate here. Many blessings, Crystal On Wed, Nov 4, 2009 at 9:02 AM, LEO <onyango.liech@gmail.com> wrote:
if we accept ccna certification as a measure of being an expert in network design and management, we also accept a certification in RH Linux as a measure that one is competent in the use of linux, why not accept MS ICDL as a measure that one can use word processors, spreadsheets et al...and by the way I'm an opensource user so don't bite my head off. The issue here is to gauge IT literacy levels and I think the GOK should keep off the proprietary debate...I urge PS. Dr. Ndemo to steer off.

Dr. Ndemo, Permit me to differ with you on this and agree with Waudo's position, such a move would be defeatist, let the market decide what it wants with regard to the Computer Applications, the issue here is about the skills and the market should determine that , Africa as a continent and we as a country are trying to catch up with the developed world and only "freedom" can can bring about innovation, i think governmnet should focus on Infrastructure and the global policy environment. I would like to get the opinion of other policy makers on the same issue. Regards

Thank you.
If they report your Open Source clarification clearly, then we may consider dropping our open source complaint to MCK.

Is
Open Office recognized?
I have reliable information to the effect that the PS mentioned both Open Source ICDL and Proprietary ICDL. Now looking for the actual KTN footage to confirm what was actually reported, upon whose confirmation, if found skewed reporting as true we shall lodge a formal, open complaint against the media house to the Media Council of Kenya for misinformation on such a sensitive national subject.

Alex

I seriously believe there is no way ICDL can be a proprietary licence.

If they only gazette ICDL and leave out OpenICDL http://www.openicdl.org/ we shall go to court to have the Gazette Notice annulled on the basis of its illegality hence illegitimacy. Contemplating such an illegal move would leave sour scars and in any case we no longer have time for niceties play with Microsofties family..
