The ICDL is both a training and testing platform that covers productivity software and basic computer knowledge.

It is not a bad thing to have standards for the minimum training. Currently in Kenya there are training schools who award certificates in the "7 basic packages" that leave graduates poorly equipped for employment. By introducing a standard it ensures that add graduates from the same program have the same skills set. That will allow for better curriculum development at the next stage of skill building.
The ICDL curriculum can be taught by using OpenSource technology or Proprietary. What is essentially being tested are the skills to use the productivity applications regardless of operating system platform.

if we accept ccna certification as a measure of being an expert in network design and management, we also accept a certification in RH Linux as a measure that one is competent in the use of linux, why not accept MS ICDL as a measure that one can use word processors, spreadsheets et al...and by the way I'm an opensource user so don't bite my head off. The issue here is to gauge IT literacy levels and I think the GOK should keep off the proprietary debate...I urge PS. Dr. Ndemo to steer off.
