No you dont. unlocking a phone connected to a specific network requires a particular code to be fed to it so that the inbuilt software can unlock it. Like the internet modems sold by safaricom. the unlock code it asks for is tied to the IMEI but it does not erase it. Countries which have modified their laws to conform with IT gadgets and other tech devices all agree in law that unlocking a phone is not illegal - and there was a landmark ruling in the US about jailbreaking & unlocking iPhones which has been declared NOT illegal, while it is also legal for the manufacturer's to make it as hard as possible for you to unlock. However devices like the iPad & Tablets are not covered in this law in the US.
