Ok, I see that apparently we use a lot of drugs -- but who are these that use this drugs - cos in two decades, I havent seen a guy in rehab, charged or otherwise for hard-drugs --- just weed (usual kenyan police hype) Who the heck uses these drugs??

There's a torrent file that was created 83 weeks ago on the BT network. Most of these just released cables are in the torrent, which contains quite a good number of documents in it. Stephen, I come from Kisauni, Mombasa. I've seen the effects first hand. I have family members and former class-mates who have are hooked onto a myriad of hard-core drugs. Any time you visit Mombasa, take time to tour the Old Town area (Mji wa Kale), with the eyes open on the architecture and the people (especially the youth) :) Just a few of those affected folks successfully go through the rehab process.
