Um, this was done over 2-yrs ago in Bangalore : http://www.btis.in/ I think their system is even better (doesn't require GPS and all). Basically, it tracks mobile-phones at congestion points via cell-towers ( http://www.pluggd.in/indian-startups/mapunity-btis-gis-startup-interviewhtml...). As the article mentions, there are other very funky uses for cellphone tower logs besides real-time traffic systems (census estimates?).
