I think their system is even better (doesn't require GPS and all). Basically, it tracks mobile-phones at congestion points via cell-towers (http://www.pluggd.in/indian-startups/mapunity-btis-gis-startup-interviewhtml-450/). As the article mentions, there are other very funky uses for cellphone tower logs besides real-time traffic systems (census estimates?).

The only downside is that mobile carriers are a key component, you need access to the logs.
