I know of non-Kenyans who have applied for Kenyan DLs and got them. I suppose Uganda might allow for the same, but perhaps UG is different. As to whether it would be valid in Kenya, again presumably since a Kenyan DL is valid in UG, the reverse would work as well, but perhaps this logic does not apply. Any Ugandans care to chime in?
