I know of non-Kenyans who have applied for Kenyan DLs and got them. I suppose Uganda might allow for the same, but perhaps UG is different. 

As to whether it would be valid in Kenya, again presumably since a Kenyan DL is valid in UG, the reverse would work as well, but perhaps this logic does not apply.

Any Ugandans care to chime in?

For east africa (Kenya UG and TZ , not sure about rwanda and burundi) your kenyan DL is valid. If you look at the cover it says EA Kenya so you dont need another one
