1. Most universities listed are public universities 2. The reasons listed are fairly easy to resolve- Curriculum problem (update!) lack of lecturers (recruit! with what people are paying for private tuition I believe they can even afford expartriate lecturers, all universities worldwide do it)
So why would a government shoot itself in the foot rejecting these courses on the basis of the points above? Or is it the two governments syndrome that we are facing? And what are they saying about the people who have studied these courses? I see no recommendations on the way forward.
