Strictly speaking, you actually pay KPLC even when you have no power, though this equates to a relatively small amount. This is in fixed amount charged every month, I forget what its called, "surcharge" something, but I am 100% sure its in the bill. Last time I checked, it was like 75 bob.
Of course, this is not comparable to Zuku's charge for no internet :-)
