I think what Sham means is that KPLC does not put on your bill KSHS 2000 "for those 25 units you did not use"
Strictly speaking, you actually pay KPLC even when you have no power, though this equates to a relatively small amount. This is in fixed amount charged every month, I forget what its called, "surcharge" something, but I am 100% sure its in the bill.
